Just got a '91 Johnson 9.9 w/electric start and a tiller handle, no owner's manuel. It runs fine. I just want to know how to rev the engine when its in neutral. I can't throttle up when its in "Neutral". The throttle won't turn out of the "Start" position until I put it in either "Forward"...
