    Volvo Penta power steering stiff

    1990 Commodore Regal with Volvo Penta IO 454 GM. Power steering is very stiff. steering fluid resevoir full with no leaks. Engine was recently rebuilt and not sure if it is a self bleeding system or needs to be bled of any air? Power steering pump and belt seems to be OK.
