I have a vintage 1965 evinrude 3hp and the new gasket has a small hole and noticed the reed plate has a small hole in the same location that was plugged solid. I cleaned it but what is this hole for? Thanks

I have a 2000 4hp 4 stroke Yamaha and every spring it will not start. The carb float bowl is dry from turning off the fuel to run it dry. To get it running I have to remove the carb and squirt carb cleaner through the openings. Last fall was the first time I fogged it but in the cylinder only...
