    Charging problem! only .03 volts from the regulator

    My 1984 150hp Johnson hasn't been charging. I've only got .03 volts going back to the batteries coming out of the voltage regulator(red wire). I tested the lead on the end of the wire coming directly off the regulator which jumpers up with the #2 battery cable(going back to the battery switch)...
