Need help......have replaced the solenoids and the trim up & down works from the motor but only the trim up works from the gear shift the trim down doesn't work....any suggestions.

Considering buying a used boat with a 1996 88hp Evinrude Motor. Out of the 4 cylinders one has no compression. Would this be an expensive purchase?
