    Bypass Lines leaking fuel?

    I have a 1974 40HP johnson. There are two small lines going from the reed vavles (behind the carb) to the head, when I unhook them from the head fuel comes out the lines. Are they supposed to do that? Is this why I'm fouling plugs?
