    1985 Evinrude 70hp boggs down on take off

    changed out the vro pump to replacement pump, cleaned the carbs runs fine on the ears at home, but when i throttle up to get on a plane in the water it boggs out and will kill. I had a buddy restrict the air into the top carb and the motor picks up and runs like it should with no other issues...
