    Thank You I now see why there is no breakdown as it is riveted together. Part of my winter maintenance will be to pull that out & see why it's not functioning, and most likely order a replacement. Again thank you for the assistance.

    Thank You for responding. I did also replace the white plastic stem that slides into the handle retaining bolt. I can see what looks like a pin inside of that bolt, but the stem does not appear to contact it & the pin doesn't seem to move in or out.
