I have a 2008,15hp 4 stroke manual pull start mercury outboard. It will only start and run with one of the two plugs removed from the cylinder. It doesn't matter which one. If I reinstall the plug it won't start or run even if the wire is off. New plugs and carb have been installed. It will run...
