    can't rev in neutral

    I have a 1990 115hp Mariner. I used to be able to press the neutral button on the control lever to rev the engine while remaining in neutral. the button no longer works. Is this electrical or mechanical. How do I fix it? I've included a picture of my controls for reference. Thanks Steve
