    got steering all set up. motor wont move.

    i just bought a new rotary steering kit and got it all set up, but the motor wont move. i tighttened the bolt at the end of the cable where it goes through the tub and i tightened the bolts that go into the helm. still wont move. is there anything i need to know that i missed?
