‘77 OMC 235 tilt problem, please help

Seen lots of posts similar to this, but not quite getting to my issue. I’m trying to get my tilt to raise and lower with the switch. The trim switch is activating the solenoids, but nothing when I activate the tilt switch. Done lots of troubleshooting and testing, but not sure where else to look.
swapped switches and same issue. Re-ran cable from the switch to the tilt solenoids and still nothing. Got a new tilt motor and still can’t even get that to run even before it is installed.
I know I have power to everything, as confirmed with my multimeter tester.
If the tilt position sensor is bad, will it keep even the solenoids from clicking or operating at all? I just get nothing at all when activating the tilt switch.
Any help would be appreciated.

Have you tested the tilt motor. They tend to fail

Depending on your remote, tilt and trim switches should be completely separated. Solenoids aren't the same either. So, what's happening on your trim circuit shouldn't mean much to your tilt. Are the tilt solenoids working?

That model tilt motor has to have the frame of the motor connected to the negative battery post and the positive voltage contacts only 1 Of the wires. Be real careful re installing the tilt motor that the ends of the motor do not separate from the field frame. I always wrapped them with tape just to be sure.

Thanks for all the responses. Tilt motor is new but I tested it anyway and it is working.
Tilt solenoids are good, but I can’t get them to function. I’ve tested them and even bought new ones and they function the same way. Solenoids for tilt and for trim all appear to be exactly the same. I’ve interchanged all of them and tried them in different positions, all with the same outcome: Trim position solenoids click and activate with the switch, but no solenoids ever activate when hooked up to the tilt switch.
Sounds like something with the tilt switch, but I’ve even swapped tilt & trim switches and the same outcome occurs.
I even re-ran new wire from the switch directly to the solenoids and still the same outcome. What can I possibly be missing? Meter shows the same power source/voltage to each switch.

When was the last time the tilt worked ? Is it possible that everything is working fine electrically , its just physically jammed up ?

you can remove the tilt quadrant gear from the outdrive to remove any load from the tilt mechanism , its easy just three 9/16 bolts

Is there 12 volts being supplied to the solenoids from the battery? If my memory is correct there is a fuse wrapped in a brown epoxy called a “monkey nut” fuse. There are 2 #8 or 10 gauge wires coming out of The epoxy.
