01 Mercury 200xl Fuel Delivery Issue

It seems my outboard is taking a cue from 2020. Two years ago I replaced all fuel lines from the tank to the splitter at the oil injection and rebuilt the carbs. Didn’t use the boat last season. This season I replaced the filter twice as general maintenance, rebuilt the fuel pump (found a torn gasket), replaced the stator, and replaced an ignition module (bad ground). I changed out the inline plastic filter for a glass one so I could keep track of what was going on. This is when I discovered the torn gasket in the fuel pump. It ran great for about two weeks. Then I started having fuel delivery issues again. This weekend I realized there was a crack in the line going into the pump. I replaced it with a new line.
The boat does fine at idle. I ran maybe 5 minutes at 1/2 throttle and all was good. On the way back I opened it up and she ran great for about 45 seconds. Started to lose rpm so I started to back off and she died. I checked the primer bulb and it was firm. Tried the key and she started right up and we idled back in.
So...it seems to me that we are fuel starved. But I don’t understand how the bulb was still firm and I was able to immediately restart. Blockage in the carb? Float sticking? Any other ideas?
