02 115 HP Tach issues

I have recently re-fit a 03 Key Largo CC with an 02 115hp . Problem is tach will not work alt put out @ 13.5 VDC but no snse signal . Looking for trouble shooting suggestions . I have the Clymer manual but schematic is not clear .

Check for voltage on ING and GRD on back of tach...does it move when you turn key on???
