03 225 0x66 rpm loss

I need some help. My 03 225 OX66 is losing rpms at WOT. Normaly I can run 5800 at WOT now I can get that for a short period of time first thing then it drops to 4000.
It's been in for service on this three times. First was a complete tune up, second they cleaned the o2 sensor, third replaced the 3 lift pumps. the good news is it has gone from intermintent to a constant problem.

any suggestions?

try checking the fuel rail pressure when the RPM drops. also has the VST filter ever been cleaned? they tend to clog and cannot flow enough fuel for WOT operation, continued attempts at WOT operation may result in a detonated/scuffed piston. and the filter still cost the same .

rodbolt I am not sure where on the motor the filter is located? I have always relied on the dealer for service. I ordered a manual and am try to learn more because my dealer doesn't seem to know.
