03 Merc 115 throttle issues

Bought a used boat a few weeks ago with a Merc 115 2 stroke on it. Took it out for the first time today and noticed the throttle is very stiff - hard to get it to go WOT or close. First 35 - 45 degrees of travel in the control has no impact on RPM. Could not get control to go fully forward - too stiff. Could only get to 4,000 RPM.

Is this something that I can adjust? Is the issue adjustment, lubrication, etc.?

check your throttle cable or shifter cable they will seize up and harden over time.disconnect the throttle cable and try moving the shifter handle.if it moves easy change the throttle cable.if it doesent reconnect the cable
and disconnect the shifter cable and try again.if one or the other is the problem change both.cheap fix

Yes sir, sounds like a cable issue. replace both cables and avoid sharp bends.
