I've done some diagnostic steps and it seems that perhaps the motor is shot but maybe I've missed a couple things. Neither switch does anything, I hear no clicking, nothing.
I checked that the switch at the console has power and continuity for both up and down, it does. Inside the cowl on the starboard side I pulled apart the connectors that I believe are coming from the relays connecting to their mates going through the cowl and down to the pump motor. These wires are colored green and blue. When I probe the wires without working the switches I get ~12.5 volts and when I work the switches I get full battery in the 13.5 range with a fresh charge. Odd thing is, on both the green and blue lines I get the same full battery for both up and down. I then tried touching the green wire going to the pump motor to +battery and then the blue and I get nothing.
It's a bit odd to me that I can probe coming off the relays and get ~12.5 volts without the switches being active. This doesn't seem correct.
Three weeks ago this was working though it seemed as though the motor was a little weak at first (even checked the battery to see if it was in need of a bit of charging).

Problem solved, ground wire from the engine block to the battery needs to be connected. Who knew?
