#1 cil not getting fuel 90 merc ob

hi guys I hav a 1990 90 hp merc ob and it has ben skipping usuely from a oil soaked plug.when I replaced the plugs the # 1 plug was dry as a bone. i,m thinhing vac leak. any ideas on what to look for i rebuilt all 3 carbs when i got the boat 2 years ago. this has oil injection and runs a little rich on the oil. but i,d rather it hav too much oil then not enough. note: ive never realy used fuel additive

Could be a lot of things.First check spark,if good then check top carb float/needle n seat not stuck and make sure all floats are set correctly.

i,m getting spark, I drained down the carb bowl it was a littl green at 1st (2 stroke oil ) but the # 2 cilinder was more fuel i,m thinking mabe a cloged jet ????. like i said before the plug was dry. all my plugs hav some oil on them when i change them. if i spray a little, (just a little) carb cleaner when its running shouldnt it smoth out,by ignighting the carb cleaner???
