Pitch or "P" is what you should be concerned with, Diameter is a product of the manufacture and has very little to do with anything you need be concerned about.

Have you read the stickies at the top of the page.
If you get us all the details we can tell a lot better if its prop selection or setup.
Likely both.
I'm not sure from your post what pitch you are running now.

Well heres the thing; Looking at just the rpm yes you need to reduce your pitch.
A 2" drop will add "about" 300 to 400 rpm.
But looking at your rpm doesn't really mean much or tell us anything about your setup.
For instance just to start simple your tach could be wrong.Or your motor could be too low on the transom. Raising the motor could add a couple of hundred rpm and a couple of mph. If you read the stickies at the top of the page and get us as much info as possible we can tell a lot better how well your setup.
