10% Ethanol fuel winterizing

I have a 18 gallon built in gas tank. Here in CT all gas is 10% ethanol. I'm getting conflicting answeres weather to top off the tank and add stabilizer or drain as much fuel as possible and add stabilizer. Either way the motor will be fogged, a 2003 mercury 50 hp. Which way should I go? No one here really seems to know.

I vote for having the least amount of bad gas to have to dispose of in the springtime.

That's what Merc says in the operating manuals. -- least amount if it is ethanol.
