When I tow my boat to the lake I have my motor in tilt position, before I launch I noticed a small amount of gas has leaked out of the mouth of the carbs. Is the pressure in the portable gas tanks doing this or do the carbs need rebuilding? When motor is in normal position no leak occurs.

What it probably is,Bob, is the carb bowls are full. When u tilt the engine up, this fuel runs-out of the overflow. Try running the motor a minute or so without the gas line hooked up, to burn-off most of the fuel. The leak should stop. If it don't, we have other issues that need to be addressed.

I don't think so. It really is normal
to have gas run out of a tilted carb (like coffee out of a tilted cup.samey-same). If, however, you pump the primer, the motor was level, and gas came out, you have a stuck float needle in the carb.
