You might not need to bypass your VRO but yes you can disable the VRO and start running a premix 50:1, I have a Johnson 1991 115 VRO that I removed the VRO and just premix fuel. Plugs are cheap so pop in new ones 0.030 gap.

The problem with just changing plugs is that it does nothing about the combustion chamber which is also fouled with the same junk and building. Most of the time it is a good indication that your thermostats are shot.

Try new thermostats and a good decarb using the instructions in the engine FAQ section.
