115 4-Stroke - No Injector Pulse

Was out on the pontoon boat and all the sudden it went into guardian/limp mode with reduced power and a single long beep that would repeat. Shut it down and it fired back up and went to limp back to the slip on idle when it cut off and wouldn’t restart.

I verified I have spark and fuel pressure, seems to be almost excessive fuel pressure. I tested compression and gauge was consistent at 150 PSI, not sure how accurate my gauge is but all were consistent. Spark plugs were all dry. I don’t have a Noid light but I believe injectors aren’t pulsing. Am I correct to think the cam sensor controls the injector pulse and spark? If I have spark I’m guessing the cam sensor is also triggering the ECM for fuel injector pulse which would lead me to think cam sensor is good. I’m not sure of the OHM measurement for testing. I’m leaning no towards bad ECM? Am I missing something else besides cam sensor and ECM that control injector pulse?

I did disconnect a fuel injector electrical connector and use a test light on the wiring. When the key is switched on I get power for about 3-5 seconds, then it goes off. I believe like most vehicles the injector pulse is triggered by the ground wire? I tried to use the test light as a makeshift Noid light on the ground side with no luck.
