115 hp Mercury no start

I have a 1996 115 hp mercury with real weak spark and won't start but if i hold it at wot it will run until i drop the rpms below 3000 rpms anything above that point it runs perfect any ideals

Just a guess. Low speed windings off the stator bad? Check all your connections first.
