115 inline 6 fouling 1 and 2 plugs

Hello, just continuing a recent topic. My 78' 115 is fouling the number 1 and two plugs, top carb. I have removed the bowl cover and checked the float, needle and bowl walls, all seems fine. However, my plugs are fouling out within two to three hours of use, and show signs well before that. I cannot figure out why fuel is leaking into the carbs. The arms on the bowl cover are within recommended adjustment and float floats. Could it be an idle needle worn out and not adjusting properly? I wouldn't think so but at this point im willing to take any geuss's. A mind boggler for me.

Could be the float needle is not seating properly and allowing excess fuel to pass through the carbs. Might want to tear the carbs down and have a look. And as long as you're that far, might as well clean them up and put rebuild kits in them...

I just rebuilt the carbs a month or so ago and checked the needle lst night, when I blow air in to the bowl cover, the needle does not leak while holding it with minimal pressure (just making the arms rise and become level as the float would) So i know the needle seats well. Float also floats. I put some fuel mix into the bowl and checked for flotation, floats fine. Checked the idle needle as well, minimal wear, not enough to make it foul.
Next thing to do i guess is reinstall everything and test run. Any suggestions however would be great!
