115 Johnson throttle linkage and power

I just bought a boat with a 1981 johnson 115hp outboard. It starts great, idles great, runs up on rpms great in neutral.

When I put it in gear it does not go very fast maybe 8 mph.

I took the cover off and found 1 of the linkages not connected to anything.

Can someone direct me to where I can get some help?

An OEM manual would help.

You would do better with this in the Evinrude Johnson section.
