115 merc water in oil and number 4 wet

Hi,
I am a new user to this community. I have used this website multiple times and there is some great info on here.

My question is I have a 2001 Merc 115 4 stroke optimax that was going into limp mode, oil in the crankcase was very milky and number 4 cylinder plug had clean water on it.

This engine has had regular oil changes, anodes ect.
I did a compression test and got 160 psi on 1,2 and 3 number 4 has 152. With the throttle plate closed. I didn't preform a leak down test however. I removed the power head and found the bottom of the block had thinning of the gasket source around the exhaust port. I had it tig welded and surfaced it flat. I reinstalled the power head and used ultra black around the exhaust port. Preformed a engine flush and did a oil change. I took the boat out and it ran good at 5600 rpm. I shut the engine off and about 20 mins later started and engine was in limp mode. After about 5 minutes or so engine started to climb in rpms and got back up to 5600 rpms again. I brought the boat back to the ramp. Got home and flushed the engine then pulled number 4 plug and it is wet again. Engine runs great with no load.

What are your opinions?
