I had this problem with my 150. After fiddling for awhile with it, I just gave up and ran a ground wire from the mounting screw on the sending unit up into the motor cover to a master ground screw. Works perfect.
The wire needn't be heavy, just well connected.
The design ground path for the sending unit appears to be through the pivot pin. It's like not having a ground wire on a trailer and expecting the ball to carry it.
