1150merc swivel rod dogs and actuator rod

one more thing Laddies...I have removed all the parts we've spoken about but i need to know one more thing...what does that actuator rod do in the lower end...I thought this rod was to prevent the motor from being put into gear until it was locked on the tilt pin and the rod pulled up before it would go into gear??

The rod was spring loaded down against a cam on the shift shaft when the shaft turned it raised the rod which pushed the dogs down around the tilt pin and locked the engine down.
