When were carbs cleaned and rebuilt last? An engine needs air, fuel, and spark. If those systems are not functioning properly, the engine will not run correctly. Start with a compression check. If it's not up to par, no amount of tuning will fix things. Make sure you have good-fat spark, good plugs and fresh fuel. If you have normal compression and good spark you can then focus your attention on the fuel system. If the engine runs fine at high speed, the low speed circuits in the carbs are likely clogged which affects idle. If someone has messed with linkage adjustments a link & sync procedure is in order. All of these checks will be covered in a service manual specific to your engine. If you don't want to buy one, check your library.
