So I just got back from picking up an 18-foot pontoon boat the cellar through in this outboard for free he says he thinks it's stuck and I've tried spinning the flywheel I can't get it to spin but it was free and part of me wants to get it running and sell it or sell it as is I guess my questions are what kind of investment am I looking at to possibly get it running or what is it worse as is? It looks like the only thing missing is the starter. Any help would be appreciated

That is a 2 + 2 motor and not the best motor for pontoon boats.--------Remove the 30 or so bolts on the exhaust cover and have a look at pistons and rings.

I plan on selling it there's nothing wrong with the motor that is on the pontoon. When I get a chance I will pull the valve cover but I would like to just get it running maybe new gear oil clean it up new impeller and then sell it. Good news is that it is not locked up but I can't make a full rotation of the flywheel and I'm not sure if that's because it is in gear or if maybe I have a connecting rod issue

Drop the gearcase, then see if the engine turns.
