12 ft aluminium boat Wood Motor Mount Replacement

I am replacing the Plywood Motor Mount Pads on a 12ft. Aluminium Boat.I Have the new Pads all cut out. The inner and outer boards are held together with 8 thru-hull bolts.
I have 2 questions
1. What should I use to seal out water Silicon?
2. What would the best Bolts to use : Steel--Stainless -- Brass--??

seal with 3M4200 and use stainless steel

You need to seal the plywood on ALL edges and surfaces. The replacement plywood will be short lived if you do not seal it up. Yup stainless bolts, nuts and washers along with 3m 4200.....
