I removed my lower unit in order to inspect the pump impeller. In so doing, I
found that the prop spins freely in nuetral, but locks up when the shift rod
is extended in either direction. I can not move the prop at all when in forward or reverse.
Is this normal ?

It may be difficult to turn, but it should turn when you put it into gear by either pushing the gear rod up or down. Try turning the drive shaft clockwise (when looking down). Should be easier to turn the prop.

Put a vice grips GENTLY on the splines of the drive shaft and turn it--clockwise. Sometimes the impeller jams or "freezes" into the water pump. Once you start to turn it, the resistance will decrease. After you free it up, replace the impeller!

Thanks for the inut Frank. I forgot to mention that I have already removed the pump and impeller. So I am assuming that this is NOT a normal situation. Is it a big job to get to the bearings ?

Not a big job to get to the bearings but you'll probably be shocked at how much the bearings and gears cost. That coupled with the fact that you need special tools, shims, etc, etc, etc. It's probably easier and cheaper to just get a used lower end.
