125 Force engine stalls and stops when it is put in gear in the water.

I have a 125 Force 1994. The engine stops when I shift into forward or reverse when in the water. Out of the water I can shift all I want and engine keeps running. The timing is right on and no fuel leaks around the carbs.

I am thinking the fuel adjustment needs to be turned in or out to adjust the air/fuel mixture.

Any other ideas out there.
