130 hp johnson 1996

Will not start. I get 12 volts from the batteries to a black circular device on the engine and 2 volts from that to the starter. The starter just grinds away.

The starter and the ignition system are two entirely separate systems. The starter just cranks the motor to the requisite RPM.

Thanks. So the circular device is the ignition? I'm getting 4 volts at the starter if I bypass the ignition. I have cleaned all connections.
