135 Evinrude 1974 stall

Engine starts okay, but as soon as it engages the prop. it dies. If I rev it up and quick slam it into drive it'll go. But I really have to slam it hard and fast. Could it be something as simple as too low of an idle speed? What should I be idleing at, in the water in Neutral?
Any other suggestions?

Read the FAQ files,
do a compression test
do a spark test per faq.

If it passes those tests, rebuild the carbs.

The engine can stall if the idle is too low. You can't set it in neutral or when you have it running on the trailer. It should idle between 650 and 750 rpm when in gear, floating at normal level in the lake.
