1988 135 optimax runnung like crap. Hard start, poor idle, stalls, max rpm 4500, and it surges.

What I have done.
1. changed plugs. one was wet with water
2. emptied out the 2 fuel filters, one in boat one on motor some water was apparent.. opened the screw on rhe water seperator empied that.
3. opened the fuel tank and with a hand primer pumped the dirty fuel from the tank. there was some
4. changed the primer bulb.
5. installed a new battery
6. measured the air pressure on port rail 80psi
7. measured the fuel pressure, with tire gauge?, 60psi
8. ran tank from clean gas can.
9. all coils are firing.

after all this no change
The fuel rail pressure should be 90 psi. will a tire guage measure this properly?
I am now looking at the low pressure fuel pump as being the problem. looked in the manual and it said a special tool is needed to deal with the diaphrams. Can these diaphram pumps be rebuilt at hame or should I get a new pump? There are no warning lights or buzzers, and the oil system is in working order. Could water in the gas have screwed the diaphrams up, or should I be looking somewhere else.
