15 horse Johnsons starting problems?

i have a 1982 15 horse johnson motor. the motor will not start unless we squrit some gas in the carb. then it will start up and run perfect. what could be the problem

sounds like dirty carb,jets might be pluged.float on bottom of carb might be sticking too..take carb off and inspect..comes off easy two nuts...
