15 HP 2 Stroke suffering from fuel starvation.

I have an 88ish 15hp 2 stroke Merc that belongs to a friend of mine. It will start and idle great, but at anything much over idle, it just bogs and dies. The fuel bulb is constantly firm at all times, before/after/etc, the fuel filter bowl shows no signs of air in the system. If you take a can of spray starter fluid (I used 2 stroke approved starting fluid with lube added) and spray into the carb as it starts to bog it will continue to rev up and run normal until it burns through that little bit of starting fluid. It will continue to run as long as you keep spraying the fluid. So I know the problem is fuel starvation, but I can't figure out the cause of that so far. I've pulled the carb off and gave it a through exam and cleaned on it a little (didn't need it, it looked great). Fuel lines all look good and no sign that any could collapse. Opened the fuel pump and examined it. Had a couple of small bits of trash, but looked good otherwise. I didn't inspect the diaphragm for pin holes, but had no signs of fuel coming out of the vacuum side. I'm not aware of any way to verify if this pump is working since it's molded to the side of the carb and you can't really see it's output. I'm out of ideas of what to check next. Any help would be appreciated.

No one got any other ideas on this? I think I remember hearing or reading where a gasket (base gasket I think) caused a problem like this but I have no clue if that's right or not. I'm not real good on what goes on mechanically inside a two stroke engine as far as how it gets and expels gases.

There are videos on ---u-tube--------That explain the process.---Some better than others.---And yes the exhaust below the block can have blockage.
