15 HP Force Power Question

I have an early 90's 15hp force. I'm running it on a 12' aluminum boat. When running WOT it won't pick the nose out of the water with my 10 year old daughter in the front seat. I let it warm up through the no wake zone (about 100 yards) then I open her up, she goes for about 100 yards then bogs down. I back off the throttle and she picks up a little. I was out Tuesday night with a buddy in his 14' with his 8 horse merc and with me sitting in the front (250 lbs) I was well out of the water.

Background on the motor: I got her this spring. 1st time out, the motor siezed (bad impeller). I replaced the impellar, gear oil, cleaned the carb, replaced the plugs, had the compression checked (75lbs in 1 cyl, 73 lbs in the 2nd). Pulled one plug, started motor. Pulled other plug, started motor. So I know both cyl. are firing.

Am I wrong, but shouldn't a 15 get the nose of my 12' out of the water? Shouldn't I get more power out of my 15 than my buddy gets out of his 8?

Suggestions greatly appreciated!

15 hp is probably overpowered on a 12'er. It should fly.

Recheck the carb float level.

Then give it a test run.
If it bogs again, try squeezing the primer bulb and see if it picks up.

If it picks up, check or replace the fuel line fittings, check the fuel pick up in the tank for dirt. May need to replace the fuel pump diaphragm.
