Torque spec's for most fasteners are listed on a general spec sheet (page). Just look at size of the bolt, nut, etc. All fasterners of the same type size will have the same torque (generally). No manual will give you a specific value for every fastener. Unless a specific value is given, use the general spec. Now if you are refering to spring tension, I believe this is given in terms of # of turns or use enough turns to fully retract a specific length of rope. Bottom line, don't make a bigger deal of this job than it is. If you would like I will send you the OEM directions via email.

Hold up - are you sure that's a 3/8ths bolt? That seems awfully big for holding a pull starter on. The 3/8ths should be the diameter of the threaded portion of the bolt, not the socket size.

If this isn't a problem - please ignore. I just didn't want to see you strip out your threads torquing a 1/4" bolt to 20ft/lbs.
