15 hp only runs with choke

Buddy of mine has a 1994 15 hp ( J15rere). He says the only way he can run at full throttle is if he pulls the choke out halfway. My plan for him is to clean the carb and then adjust the fuel / lean mix from there. Any other suggestions ? Thanks for any help.

Thats what id do.
- plus clean or better still replace the plugs as they probably have being running lean

Clean the entire fuel system and do a decarb........my thoughts.

Remove carb and clean the jets it's not a hard job just go get your self a tip cleaner for like a welder and clean the jet with the right size don't just spray carb cleaner in them because it dose nothing but make you think your cleaning it.

Whenever you need to run a engine on choke no matter what engine that's telling you that you are not getting enough fuel.
