150 2 stroke catches and locks up at same spot in rotation -HELP

I will describe my issue the best I can. Outboard is a 2000 - 150 mercury 2 stroke. Tried to start it this spring and found that the starter could not spin the flywheel, motor was seized. It ran fine when the season ended. I could not ge it to spin with socket and breaker bar on flywheel nut. Put penetrating oil in all the cylinders. After a few days of trying to work it back and forth and no success I mounted a big steel plate and long handle to flywheel and got it loose. With a breaker bar and socket I can spin the motor freely - but there is a certain spot where it is will grab and stops the rotation cold. The spot is always in the same spot in the rotation. If I rotate the flywheel back and forth I can get it past the grabbing point. It doesn't always grab in a single rotation, sometimes i can get 3 or more free rotations but it eventually hits this dead stop point. Rotating the flywheel back and forth I can hear and feel something loose at the grab point. I can can get it to grab slightly but get it past this point, but I can also get it to where it won't. I can use the starter to spin the engine, but it eventually hits this spot and I have to work flywheel with breaker bar to get it free again. Somebody Help!!!I'm at my wits end and am scared something catastrophic happened

Take the lower unit off and see if it frees up. If not the motor needs to come apart. If it does free up with the lower unit off that needs to come apart.
