150 efi overheat

i have a merc.150 efi that has been having an overheating issue for a few months. i've gone through all of the obvious steps to correct it; water pump/impellar, thermostats and poppet valve. none of these repairs have corrected the problem. can anybody tell me the next thing to try? the overheat alarm sounds at trolling speed(usually between 2500 and 3500 rpm) and the engine seems to be cooling properly both at idle and WOT. the overheat alram is also brand new.

run without the t-stat
i want to say merc had a problem with this motor
