Double check your motor to boat set up.
Mounting height should have the A/V plate 'just' at the water surface or 1/8 below at max speed/WOT, any lower increases gearcase 'drag' and starts scrubbing off speed.
To an extent, more set-back can make for even higher mounting heights, but a lot also depends on the transom angle and trim.
A general rule of thumb is 1 to 1 1/2 inchs above a line drawn straight back following the very bottom of the boat.
Some motors will make a bit more power when running nearer to the high side of the recommended RPM range. See if your prop shop will let you try props to find out which works best for your setup. You may find an inch less pitch picks up both RPM and MPH.
