15H.P. Johnson Water and Tiller Problems

I have a 1978 15h.p. Johnson shortshaft tiller outboard that I have to keep running for at least another year and would really appreciate some help.
The first problem I have is that there is a small amount of water around the base of the powerhead inside the cowling when I run the motor. The water drains through the holes in the top of the exhaust housing that are located beside the base of the powerhead itself. I was wondering if this means that the gasket between the powerhead and exhaust housing is shot? The powerhead itself has no visible head gasket leaks.

My second problem is the gears on the tiller and inside the cowling for the throttle are pretty sloppy and I need to replace them but how do I get them apart?
The clymer manual is virtually useless for this and I'd rather do this myself than take the motor to the shop.
