Its a 1986 tiller. Had it in storage for 3 months up to today. Before storage it ran good but had to pull the choke out about every ten min for a few seconds to keep it from dying, then ran well for another 10 mins.

Now when I start it in a small barrel of water, it wont reach high RPMS in neutral or gear. Also, it does the same thing prior but now about every 2 mintues. Any suggestion? Thanks

If you have to choke it, then it's a carb issue.

Pull the carb and clean all orifices/jets. Set your float correctly.

I would check first the fuel line from the tank up to the carb for air leaks that could cause air bubbles secondthe fuel filter and then the carb.
