Tilts and trims all the way up and down just fine on trailer, in the water at idle or under a small amount of throttle. but not when you need it to when you have the hammer down:cool: If you trim it up a bit and then punch the throttle it bleeds off quickly. I havent checked the oil because it is not visibly leaking. I called an "expert" he said it was electrical???? That doesnt make any sense at all to me.........I have a 175 hp boat that might as well have a 9.9 on because it wont come up on plane  Please Help, ANY info would be valued and apreciated. Did i mention this is my first boat.

It's low on fluid. Use Power ttilt/trim fluid or Dexron auto trans fluid.

Lift the engine up, brace it and add fluid to top opening on reservoir.

Cycle a few time and re-check.

you have to top it off with the motor in the completely raised positon, and locked to keep it up. cannot refill with motor down.

May not be the right place...but would this apply to a 97 Johnson 150 HP Oceanrunner as well?
