175hp XR2 Merc ,Searayder f16 , water flooded,no start

I had to get towed in again.Fast break down.

1) Fill up with gas at gas station, test start, turn key ( beeps 1x), starts no problem. Head to boat ramp.

2) Get to boat dock. Launch , turn key, beeps 1x, starts fine,we go about 3/4 of mile,drop anchor,sit for an HOUR.

3) Decided to go for a spin. Here it goes- cranks, but NO start. Oh great. Open the engine compartment door, found out that there's about 4 inches of water in the bottom.

4) Nice people in a pontoon towed us back to the dock.

Could water have leaked into the engine compartment through the Drain Plugs?

Bilge pump problem?

Oh ya, upon further inspection, oil tank was very low. My fault.

Any help would be greatly appreciated.

Water got in the boat somehow. Was it dry before you launched it?

Yes, it was dry when we left the dock. I haven't even touched the boat since that day (few days ago). I do plan on it in a couple days. I have to get oil first. I'll see if starts up. If it does. Then I'm back to leak problem.

Update: replaced the 2 drain plugs ($9). No problems. Very little water was at the bottom, which I'm assuming I'm normal.
