18hp two stroke no power under load

The engine runs great with hose hooked up but when you put it in the water it has no power. I replaced the spark plugs and still there is no power. The engine starts on the first pull every time.
Please help?
It is a M18 C tohatsu engine.

Check compression, fire and oddly enough, the gear oil.

it has good compression great fire starts on first pull will check oil thanks

If you do not have any metal fragments in the gearoil then I would look at the fuel system as the most likely source of your problem.
